Then more than likely whatever wire goes to cig lighter has a bare spot and is shorting out cause fuse to pop (short to ground they call it), If you can pull off the dash piece to look at cig lighter look for touching wires, or bare wires, etc
Make sure the fuse is the right size. If it is then your best bet is to replace the actual lighter as it's probably the culprit. You could also go one size up in fuses because if there is a short circuit in the lighter it will blow that fuse just as fast. I had the same problem once and it turned out to be the light in the ashtray that had the short. Usually it's the lighter itself.

I would put a red volt meter lead on the middle and a the black lead on the outside. If it checks above 12 vols, the lighter itself is bad. If no voltage is present, you have to check all the positive wires back to the battery. If those are all working, you have a bad ground.

Hi! The cigarette fuse is somehow interconnected with the radio fuse. If no luck, then i believe that the cigarette lighter needs to be replaced. Hope this helps and have a good one!
