I had the same problem with my HP 11C. The following solution worked for me.
1. Remove the battery cover.
2. With the batteries in place (i.e. DO NO REMOVE THEM), use a small piece of wire (I used a standard staple bent at one end), short the terminals FOR A BRIEF MOMENT between both ends of the set of batteries (the HP-11C has three). This means somehow inserting the staple such that the contacts in the batteries receptacle are shorted.
3. The flashing will stop. Then push the ON button until the calculator turns on. If it does not work the first time, remove the batteries and resinsert them.
4. You may have to repeat this procedure. I had to do it twice before my calculator worked again.

In addition to the solution I posted, when you remove the batteries (with the calculator being turned off), be careful not to push any button while the batteries are out. This has the effect of resetting the continuous memory, and the calculator may not respond to any keystokes afterwards.

How do get the comma out. It has 0,00 and I want 0.00

1. On the HP 12C the default separator is a comma.
2. Turn the calculator off first by pressing [ON].
3. Press and hold [.] (that is, the decimal point key) and then press and release [ON] to change the digit separator from a comma to a point.
4. Perform the same steps again to change the point to a comma.

No, they're not related.

To switch the radix mark, turn the calculator off, press and hold the decimal point key, press the ON key, then release both keys.

Flashing asterick in lower left of screen; ever since will not correctly calculate PV or PMT

I believe there are two separate issues here.
The asterisk in the lower left corner of the screen is the low-battery indicator. Put in a fresh set of batteries and that will go away.
As for not getting the correct results, are you sure you have all the modes set correctly? Could you post a sample problem, with the results you get and the results you expect to get?

When the calculator is turned on, the display reads 0,00 and then in the below right side there is a letter C. How do I clear this?

If the C indicator is displayed it reminds you that interests are compound interests. It it does not show, interests calculated are simple.
To toggle between compound and simple interests, press the key sequence [STO][EEX].

Display Problem & Question

To remove the comma, turn off the calculator. With it turned off, push and hold down the [ON] key. While still depressing the [ON] key, push and hold down the decimal or [.] key. Now you should have them both held down. Now, release ONLY the [ON] key.

To remove the "c", push then release the [STO] key. Then push and release the [EEX] key.
