The 15% is a warning the oil change is near, The "A" means change oil only ("B" would mean change oil and filter) The 1 means to rotate the tires, The 3 means to change the trans fluid. The owner's manual has the complete chart.

The wrench on your dash board means that maintenace is required. if your oil is at 15% it is time for an oil change and the tech that changes your oil will reset the light.
an a service is your basic oil change, lub door locks, check air pressure in tires the 1 means a tire rotation and the 3 means that you are due for a transmission fluid change
this is your maintence minder code.
A- oil change
B- oil change brake check and adjust
1-tire rotation
2-replace engine and cabin air filters
3- replace transmission fluid
It means that (1) it is time to get your oil changed and (3) it is time to get your transmission fluid changed. The information is in the owners manual under "Maintenance."
it is possible that you've got an issue with your power steering system, but the noise should be equally noticeable in both forward and reverse. the front differential is inside your transmission and if the differential is worn it will whine. if you pay close attention you may notice the noise when in first gear going from acceleration to deceleration at about 20mph. if this happens, it's most likely your transmission that needs to be replaced.
That white fluid is emulsified oil and water. Coolant is getting mixed with the oil and the engine whips it into a sort of milkshake.
The head gasket probably failed along on or more of the cylinders. This would explain both the oil/water and the rough running. Have you noticed a loss of power?
I'd run a compression test to confirm it. But it sounds like you need to replace the head gasket.
