Hi,
Flip the thing unside down...the cover theat is over the brush comes off with abotu four screws...then you can pop the brush up and out....take off the new belt and then get the new belt around the motor shaft, then around the brush... it will stretch hard to get it back in place....secure the cover and your good to go!!!
The Hoover Windtunnel™ Self-Propelled models have two belts, a flat belt and the V-Belt. This V-Belt is the one that drives the Brush Roller.
After about three months, most belts stretch out causing them to slip. This means the brushroll turns slower or not at all and the self-propelled becomes increasingly harder to push.
It is recommended that both belts should be changed at the same time.
you havw 4 screws which hold the base plate on. remove these to expose the roller and belt. hook new belt on motor shaft (silver post) first and then put roller thru the belt. then stretch it to install into roller cavity. reinstall all screws.
Take off the bottom plate, put the new belt on the motor shaft first, then stretch it to go over the pulley, it is hard, but it will stretch to go over it.
Here's an instructional video that we made showing how to change the belt on a Hoover Windtunnel upright. If your model is not a self propelled model, basically follow the same insturctions, expect instead of placing the belt over the pulley, just put the belt through the roller brush, and stretch the roller brush back into the agitator housing.

There is a idler wheel that will drive the V belt, sometimes they jam and you just have to reach in, push and make sure if comes in contact with the belt. Alot of times tho it is the other flat belt, 38528035 that will stretch and can cause you to have problems with the brush roll not turning.
Put the V belt on the pulley first, then the flat belt, put it over the motor shaft or pulley, then you have to stretch it to go over the pulley next to the V belt pulley.
Turn vac. over, remove the buttom plate over the brush roll, then at the bottom edge of the top cover, using a flat blade screwdriver, insert into the slots and pry up to unlock the tabs, then the top cover will come off. Put the belt on the brush roll and feed the belt thru the opening and put stretch it over the motor shaft. Put the top cover back on and push to lock the tabs.
