Are you holding down CTRL and using the scroll button on your mouse? I am presumming this is what you are referring to?

that is a normal function, kinda like stand by so you dont have to resync everything when you turn the computer back on

if its new try to ask for a replacement if its not its probably need cleaning...remove the back lid where the scroll ball is then remove the ball and you can see if there is dirt inside..so clean it by using cotton buds or your finger will do...hope itll help!

Go into the control panel and click on the mouse icon and see if you can change to settings back to normal.

If not then check under your start menu and see if the intellimouse software is installed there and go into it to change the settings from there.

Sounds like the "Ctrl" key on your keyboard is stuck.

have you tried clicking on the bar that moves the page left to right and then tried using the scroll wheel?

What exactly did you do to get the wheel moving freely again?
