Acer boots up and gos to wallpaper but there are no start icons o

Firstly check the monitor, if you get 8 beeps as it is starting up, this points to graphics problems. Trying another monitor. If the problem remains, swap the graphics card or use the onboard graphics card.
If this fails and, more importantly, you are not getting any beeps (single beep would indicate your CPU is ok), the problem is likely to lie with the motherboard.
To help you further, please repost with the number of beeps if any, you get as it tries to boot up

Here is a solution:

1. Press control + alt + delete, opening the Task Manager.
2. Go to the Applications tab
3. Click New Task...
4. Type in "explorer.exe" without the quotes.

this is because the boot up screen and the welcome screen comprises of many differences they differ in resolution ,colour depth etc so if once the moniter is set for welcome screen it may be irregular for boot window

Seems like you are having a boot issue on your computer. One of the things that you can try is to boot in safe mode and see if you can clear up startup items. Here's How :

1. Shut the computer down
   
2. Boot to safe mode by tapping on "F8" key as soon as you turn on your computer
3. Choose "Safe mode only" and wait till it completely boot
4. Click on start and click "run"
5. Type "msconfig" and hit "Ok" - a window should pop up.
6. Find and Click on "startup" tab and uncheck everything
7. Hit "Apply" and choose to restart the computer

If the above steps cannot be completed or did not resolve the problem, then the Operating system has to be fully reinstalled. Enter bios setup by pressing F2 key or DEL key. Once you are in bios setup, go to BOOT or STARTUP setup. Look at the list of devices listed from first to last. It might has floppy or hard disk as first boot list. By using + - or pageup/pagedown, move your dvd rom to first place. This means that when you startup your computer, dvd rom should pick up as first boot. Don't forget to put the vista cd in the rom before your computer starts. Just a basic thing to remember, make your dvd rom first priority on boot or startup list. After finishing the loading, make sure to reverse the setting back to normal. Thanks

Possible issue with recovery utility it might be corrupted.Try to boot computer using windows Operating system media. You might have to format and reinstalled Operating system if utility partition is corrupted

restart your computer in safe mode and go to acceriores and than to system restore and resore your system to earlier date and restart agagin

try to run with one hd and re-install windows

need to boot up in safe mode or if you have your systems disk load it in and boot up and do a repair or just start it up and close out and reboot with out the disk
