Hi,
you may not be able to find new replacement black rubber pods.
Instead, get a hot glue gun and make new ones.
Make sure you:
1. Insert a small amount of hot glue in the holes where the original pods where. Then use an even amount of hot glue to make'em all even (+- same size as original ones)
2. Let cool hot glue for minimum 5-10 minutes or you may burn your fingers, or it may not be solid enough to stand the weight of you cooker pot. :-)

Always add hot stock to a slow cooker for best results. They never boil food.

Please don't throw it away. This should NOT end up in a landfill.
DO check your city's recycling programs and get rid of it that way.
DO buy a nice new shiny slow cooker. Loads of them on Amazon with helpful reviews. Good luck!

Generally, with enough heat and good insulation, water will boil. Boiling is caused by non-uniform heating - some spots are hotter.
My wife's slow cooker boils even on the low setting -slowly, but it boils.
Our rice cooker never used to boil until I burned tomato rice in it (OOPs). Don't make tomato rice in a rice cooker.

Yes, many models have hot outsides. To check temp, fill with water, put on low for 1 hour, check with an instant read thermometer. If it is over about 200 (normal low temp), your pot is running very hot.

it does get hot over time they are brill slow cookers 4 casserarolls joints of meat just throw any thing in and leave it i put a beef rack in mine sat night and leave it on till 5pm sunday the meat just falls the bone its still pink u dont even havee 2 carve it.

Yes, it's not unusual for the outside to be too hot to touch. A slow cooker won't get as hot as a bare burner on the stove, but it still gets hot enough to cook meat. The outside has a bit of insulation, but it still may get hot enough to cause pain, melt a bread bag, etc. Be sure and place it where no one will accidentally touch it.
