It could be a flakey router or DSL modem or signal from the ISP, or, another thing to consider, issues w/ power supplied to your network devices (DSL modem, router, etc).
W/ respect to your ISP, you can check w/ them to see if they have a log of "events" that have occurred involving service to your DSL modem. You can ask them to check the strength of the signal to you modem as well.
W/ respect to "locally", I'd address the possibility of a power issue. After checking w/ your ISP, this would be tne next logical course of action to take w/ an intermittent problem like the one you're experiencing. You want to at least get the possibolity of there being a power issue ruled out.

If the power is dirty (noise on the line), sagging or spiking (out of recommended peak to peak tolerances), it can cause your networking equipment (in fact, ANY electronic equipment) to "behave irratically".
Most people are unaware of this but "bad power" is a slow killer of electronic equipment. It eats away at your equipment - little by little damaging your equipment's sensitive electronic components - resulting in or causing spurious or intermittent problems that can drive the best techs crazy trying to pin down.
If you don't have good power protection in place already, I recommend the following:
Place ALL of your network devices (ALL of your computer-related equipment as soon as you can manage) on one or more quality UPS'.
A quality UPS works far better than a surge suppressor for protecting you sensitive electronic equipment - even a high quality surge suppressor. That is because, not only will a good UPS dampen spikes as quickly as a good surge suppressor but it will also pull up sags in power. (Surge suppressors cannot do this.)
When your power goes out of tolerance w/ respect to peak to peak voltage or noise on the line, a good UPS will kick in and take over supplying clean power at the correct levels until the building or house power comes back into tolerance.
If your power is r-e-a-l-l-y bad, then you might want to consider using a power conditioner, too.

I would first recommend not powering down the router and modem. Leave them always powered on. The router should be acting as a firewall so that your computer can't be "seen", and make sure you have an antivirus program and run regular scans. You can just power down your pc if you're still worried about somebody getting into your pc. Now that you're protected, power up the modem and wait a couple minutes until all lights are stable. If in doubt as to how long, wait 5 minutes. Then power up your router. After a couple minutes, you should be good to go. Leave both powered on at all times to see if this fixes it.
If you continue to experience problems, I'd recommend updating the firmware. There should be a setting in the router to update the firmware, or you can go to Belkins website and download the firmware (remember the path to where you save it to), and then upgrade the firmware.

Try to upgrade the firmware of the router.
Is there any computer connected to the router with the cable.
If not then you will need to connect the computer to the router.
Download the firmware of the router from the manufacturer's website.
enter the model number. select proper version number and download the firmware of the router.
Once you download the firmware, you will need to open the router set up and upgrade the firmware of the router.
After upgrading the firmware, it is recommended that you reset and reconfigure the router.
This MAY resolve your issue.

Unfortunately, the thing you suspect is the likely answer the router. You can try bypassing it and connect the modem directly to the main computer and see if it keeps a steady connection. If the intermittent issue goes away with the router removed, then replace it.
