The Inspiron B130 is an older (5 to 6 years) budget pc with an optical drive that can read and write CDs but can only read DVDs. So your problem is not really a problem but rather a limitation. If you have found the drivers needed, put the cd into the computer and drag/copy them into your documents folder/desktop or wherever you want .
Run the drivers from there. NOT straight off the CD.
Alternatively... Copy them onto a USB pen drive

did you change the order in the bios setinbg?put the 1st device for boot to be the CD/DVD-rom not HARD drive, to get into bios try F2., ESC, ,F12 . and in the bios setup change the order put 1st boot device to be CD/DVD-rom, then try again to setup Windows.
when computer comes up just after the dell screen hit the f12 key along the top. It will give you the option of booting from cd or hard drive. Pick the cd and if your cd is bootable it should boot from it.If it still gives you blue screen you probably have bad memory.
You DVD/CD and your hard drive are the two things in your computer with moving parts and they are usually what break first. Your problem is either broken hardware or something software related. If the problem is hardware then the solution is to get a replacement DVD/CD. If it's software it can take some work to figure out. The first step is this:
Click on Start->Control Panel and then double click on System. Click on the Hardware tab and then Device Manager. You should see an item labeled DVD/CD-ROM Drives. Is it there? If it is, are there any question marks or exclamation points next to it? If not, double click on it....a window should open. Does it say this device is operating normally or does it tell you something is wrong?
If everything looks OK you most likely have a hardware problem. Let me know what you find and I'll try to help more.
