A washing machine does not really dry clothes. All it does is that it helps remove most but not all water from the clothes by spinning the clothes at a very high speed and the water comes out because of centrifugal force.
To further dry the clothes, you need to buy a clothes dryer. This machine has a heater inside that actually dries the clothes while keep it spinning at a slow speed.
Usually the company that made your washing machine will also have a dryer in the product portfolio.

The shaft was designed to rotate into 2 directions: one for agitation, one for spinning. The spinning direction is controlled by a mechanism from the clutch engagement. Check the belt and replace it, Ithas either borken or has become loose. You can remove the back cover and get to the belt. Remove it or if it is broken just take it into a local hardware store and buy a new belt. Looking at about 10 dollars max to buy

you have something stuck in the pump..a sock maybe or some other small article of clothing
