What settings do I use for my sony cybershot dsc h9 to get better pictures of moving objects?

As you haven't said which shooting mode the problem occurs under (e.g. Auto, Scene etc) I can only suggest that you try different shooting modes to gain access to changing the Flash settings. Hope this helps.

Its due to slow shutter speed setting.
If you want to take moving object picture, set high speed shutter, there would an icon of golf stick that is for moving object pictures.

Just turn the dial wheel behind the shutter button to the picture where it show like a film camera. and you are ready to shoot video.
