I agree with Owen, it sound like an electric smooth top stove. The burner or element is a two piece unit. these usually has a special switch and are not interchangeable with the other switches unfortunately. You will have to do a continuity check on the burner itself to determine if the problem is in the element. Most likely it is the switch but I have seen bad elements in the burner or burned wires on the elements.
If it is gas then the flash jets are probably clogged to the inner burner. A small paper clip works well to clear the holes.
Sometimes the burner holes get clogged. I use a toothpick to clean out the holes.

This is a inner/outer burner type assembly? Sounds like a glass top.
Either way, your switch for that burner or the burner needs to be replaced.
If you are able and it is possible, inter change switches to see if it makes a difference. Interchange Large with large, small with small.
If yous switches are connected as one unit, you will not be able to do this. Sorry, I have not looked up your wiring diagram.

You will need a wiring diagram and a multi-tester (volt meter, etc). Find the diagram for the elements, trace your wires to that switch, and check for voltage coming out of that infinite switch. If you have voltage, then its your element (85% chance its the element anyway). Good Luck.
