SKYPE MICROPHONE PROBLEM
If the person cannot hear you then, either your microphone driver not installed or not working OR the microphone is not configured in Skype.
To test your microphone then click on Start - All Programs - Accessories - Entertainment - Sound recorder. Then record your voice and then play it back. If this is OK then the microphone need to be configured in Skype.
To configure the microphone - Open Skype - Tools - Options - Audio Settings for the Microphone THEN click on Save.

SKYPE VIDEO PROBLEM
To test if the Logitech QuickCam is functioning, check the USB cable; make sure it is connected properly. Then click on Start - All Program - Logitech - Logitech QuickCam and see if you can get the camera to capture your image/video. If this works then the fault is with the Skype configuration. Sometimes the WEBcam settings drop off and the WEBcam need to be selected again. Open Skype - Tools - Options - Video Settings and select the Logitech QuickCam Also check the Audio Settings for the Microphone THEN click on Save. Avoid connecting the WEBcam to an USB hub. There are many cause for your microphone is not working.

1)if there are some hardware problem in your microphone than solve it from electrician.
2)check your microphone setting in pc.enable audio input .check you installed audio driver or not.
3)if all things is ok than problem is in your skype.check your skype setting.try skype test call services.
4)reinstall your skype if above tricks not work.

I found this problem on my computer.
I had connected the Logitech into a USB hub then connected the hub to the computer's USB port. Then saved the configuration in Skype didn't work, every time I opened Skype I had to configure the microphone and video setting in Skype again.
The FIX. connected the Logitech direct into the computer's USB port and configured the Skype - Logitech microphone and video save settings. No more problems

You need to check the Microphone setting in Skype.
Open Skype, Click on Tools - Audio Settings, then in Microphone settings click the down arrow and select the built-in microphone then save the settings.
If the microphone you selected doesn't work then select a different one.
