Try booting to safe mode by holding F8 when it starts. Depending on the operating system, this should bring up a menu that has options. Pick safe mode with networking. And see if that helps. If it does then you need to run Malwarebytes on it to see if that is one of the problems. www.malwarebytes.org

There are several reason for the computer to be running slow for the start please try restarting the computer to safe mode with networking (Steps given below) and check if your browsing speed is better. If your internet browsing speed not better in safe mode with networking then you need to contact your ISP to complain about slow speed.
If it is working fine in safe mode, then some of the software (example: Antivirus / Internet Security / Firewall) is slowing down your computer. Please try removing it. Also try reducing the color scheme, use a non aero theme and see if your comptuer is working fine. If so your processor is not able to take the load of windows 7 visual effects aswell as other programs running in the background at the same time
Good Moring, I have seen this behaviour in computers with virus (maleware) you can try the following 1)start your antivirus while log in safe mode and run a full scan if virus is found remove it and start windows normally run a full scan afterwards 2) if no antivirus is install, i would recomend you to reinstall the OS

Ccleaner is one of the best tools I've seen for cleaning up a slow pc. Also blowing out the heat vents occasionally will improve performance dramatically.
