Peace Sports 50cc scooter. Starter runs but does not engage. Is it a bad starter or something else?

To my knowledge, you assumption is correct on most designs. That wire should go to the ignition switch and will be hot when key is in START. However, same wire often would be connected first to a relay that is interlocked with some conditions/status other then key to START. They would be:

• automatic transmission should be in neutral/park with light indicated;
• alarm/security/immobilizer is inactive/OFF.

yes it can be replaced if you can find the parts. most stores dont sell seperate parts. also check flywheel teeth

well, possible cause engaging starter while
running there is a short circuit on your starting
system wiring.
check on ignition switch after starting and
engine run normally,possibility after
cranking and release the key run
engine normally there is short occurd on
solenoid relay.if defective replace this is
mounted separately from starter motor.
usually on near engine there a fuse and
relay box.

you mention you changed starter motor
and no change,there is starter solenoid
attached directly to starter motor
assembly this to move the plunger pinion
gear that will hook the flywheel to turn.
after cranking and normal engine run.after
that the plunger pinion gear will disengage
by the supply from solenoid relay.so you
must check your solenoid relay circuit.

I also have a 98 Jeep Cherokee with the same problem. I know I probably need to replace the starter eventually but as of now I turn it to accessory only, pop it in neutral, then start it and it works every time when it wouldn't even try to turn over with it in park. Don't know why it works, but it does. Give it a try.
