Consew CP146R walking foot needle position lever moves and won't sew. What causes this and is there instructions to fix it somewhere?

you would have to check with Consew about a repair manual, it would be a good idea to replace the needle bar clamp.

Consew 230 continually breaks top thread at needle

What size thread are you using? With thicker fabrics, you should be using at least a size 50. Even a 30 would be better.
