From the information desribed, this means that your CRT monitor is going dead. Unfortuntly, there is no way to stop the flickering unless the monitor was replaced. I hope this has helped
go ahead and take it apart... but be extra careful with the flex part,, dont use aclohol it may corrode some parts, try using lacquer flo, and dry it out with mild heat using hair blower or some sorts
maybe that would fix it, but if the lines you are saying doesnt go off, well you have no choice but to replace the lcd itself
