My Cannon BJ 4100 is 10 years old, I gave it to my mother for her computer, and after seting it all up, and it makes all the sounds that it wants to start printing, but the on light flashes on and off. Is it out of ink? or something else? I used the disks to set it up. Help?

The BJ200 is quite an old printer. The problem you're describing is indicative of a head failure. If replacing the cartridge doesn't work, you may have a faulty head. If the cartridge includes the print-head (some do) it could be the contact strip on the cartridge cradle.
My honest advice would be to retire this printer, and buy a new one. Even the most basic model you can buy now would exceed the bj200ex in both quality and speed - and would be inexpensive to buy.
Yes you are right there is an electronic detection of the paper detection at the insert point. This is an optocoupler which can be checked for the failure of the detection. replace and proceed. Good day
