A modern cylinder type cleaner often uses a stair attachment with a rotating brush bar that is driven by a turbine driven by the air passing through the attachment. If the brush bar turns easily by hand then it isn't jammed and the fault could be related to a loss of suction reducing the amount of air being consumed by the vacuum.
Try servicing the cleaner; emptying it, cleaning/replacing the filters and ensuring the internal and external hoses are completely clear,
Assuming the rug nozzle is currently attached, lift up the headlight hood. Twist the belt lifter (black plastic square) on the rug nozzle counterclockwise to remove the belt tension. Then pull the accessory lock up until the rug nozzle comes loose of the Power Plant. You will notice two hinges at the bottom that hook on the the Power Plant's attaching bar. Gently lift up the rug nozzle to unhook it from the attaching bar.
Now your Kirby is naked. You will notice two small hooks on the hose attachment--hook them over the attaching bar, place the end of the hose attachment firmly against the Power Plant, then push the accessory lock down to clamp the hose in place.
You are now ready to use your Kirby with the hose attachment.

It looks like it should be used for shampooing things like stairs and furniture, but for the life of me I cannot figure it out! Can you please help me? Tell me how to attach it if it is supposed to be used to clean stairs and furniture or tell me where I can find the user guide to look at and see how to use it......Oh by the way I have a 160 pound rottweiler that tries to live on my furniture and my couch is in desperate need of cleaning, this is my only day off and I have spent all day cleaning carpets due to my dog and would love to clean my couch before returning to work and putting my dog in the back yard now that it is warm enough for him to be outside all day. Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. My suggestion is that you contact the Kirby Co in Cleveland listed below and they will instruct you either to down load a owner’s manual or they will mail one out to you, there might be a local Kirby dealer in your area that might have a manual as well. Also, there is a separate shampoo head that will be in the owner’s manual, you remove the vacuum head and bag assm and attach the shampoo head, make sure you use genuine Kirby shampoo for the carpet. What is NOT easily visible is the connection for the vacuum hose.
That's because the machine needs to be "reconfigured" before the hose
can be attached. To "reconfigure" the machine:
1) Remove the cover off the waste water tank and notice how things appear--it will soon be important.
2) Find and remove the "panel" on the front of the waste water tank by sliding it straight up and out.
3) Replace the panel with the connector by sliding it straight
down. When finished the top should look something like it did in
step 1). This assures that the dirty water will be vacuumed into
the waste water tank.
