I have a Windchaser PACR9 9,000BTU Portable AC. The ALARM light is flashing to indicate that the collecting tank is full. The manual says to remove the drain hole plug to let the water run out. However, it appears that it is leaking...and I am not able to pull the plug. Any suggestions?

obviously condensate sensor is fault. You may need to replace it. Yes it okey to turn it on now.

Haier portable AC water collection tank full in one hour.

My unit was working fine for a couple years but now it won't evaporate. It still cools fine but it also collects about 16 ounces of water every hour and then shuts itself off until I drain it. I'm wondering it the evaporative mechanism it broken some how.

Karen, the flashing red light indicates that the water collection tank is full and needs to be emptied.
You can finds the drain plug on the rear of the unit just above floor level.

It can either be drained into a low sided bowl or pan capable of holding 1 quart of water. or you can disconnect the exhaust hose(s) and roll the unit to a floor drain or outside to drain it.

That flashing triangle indicates that the water collection tank is full and must be drained.

Narrow tube v. plug and cap?

If the unit stops working and some kind of a 'water level full' indicator appears then un bend it and un plug it and then let the water drain into a bucket.  If it continues to indicate that the internal water tank if full you may want to run a hose to a drain in the floor or into a bucket to let the water drain away and the unit keep running without stopping.
