It is safe to use. Make sure you let it run for about 20-30 minutes at 350 before putting any food in it, this will burn off the residue. Also before starting it make sure you didn't get any cleaner on the heating elements if so wait for it to evaporate before using.
thermastate controler has gone and you have no tempreture control,you will need to seek out a good electric man,cost off thermistate should be approx 60-70 dollars
just set it to clean then it will lock the oven and let it get really hot it will loosen the spilled food by burning it off and just wiping it off when the oven cools

Could be a problem in the thermocouple and the oven overheating. Get a good oven thermostat and check to see what the internal temp really is. You rack isn't too low is it? MM85
