There you can search out all differences. You will need year, make and model # of your engine.
The tube is probably a water pump alignment tube to insure the water pump tube goes into the water pump since its not visible during installation.

This motor should still be running the 2 magnetos under the flywheel. There should be a wire connected to both sets of points which comes out from under the flywheel looking like a light cord. If you touch these two together, the motor dies. (job of the key switch_) So your key switch is faulty or wired wrong. The two terminals labled (M) should be connected to these.
have you changed the impeller inside the lower unit.
There is copper pipe to redirect water up into the engine.
When you replaced the impeller make the copper pipe is insert onto the engine.
