Sounds like a bad ground on one of the main harnesses. find the points were they connect and clean very good.
So I fixed today the back fog lights. The problem was in wiring it is very very rusty and all wires is rusty. So I pull out bulb and everything I could and cleaned and added new wiring connectors. So the one problem is solved.
Back window washer is now on my desk. Cleaned everything now need to buy new coals for electric flywheel. How it will help. Power is good in wires there is no problems and front small water pump is working very well.
So the last thing I can't understand about right fog light. There is no power I checked. Don't understand if the problem is in big plug where the two wires is connected to fog light. Hope the problem isn't so messy.

I have a 98 with the same problem, I solved it by ordering new bulbs (9 total) from

make sure you get at least 9 and replace all the bulbs because as I would replace the ones that were burnt out it'd burn the old ones out. The original ones are orange I believe. Some of them looked fine but were actually burnt. Hope this helps!

take the bulb back out have someone sit in car apply brake get your self a circuit tester and check to see if this circuit is carrying efficient 12 volt current! some times in cold weather these bulbs get hot with long period of breaking and when released condensate and rust begins and you get what you have perhaps bad socket! this would be a ideal location to begin and probably end,

I too have the same problem on my 2005 1.8t B6. I noticed a hole in the breather hose coming off the valve cover that runs to another port under the intake manifold. I have the hoses on order and should be here on Wednesday. I'll post again if that fixes my problem.
