THE TV WON'T POWER UP WHEN COLD.
WHEN THE AREA AROUND THE POWER SUPPLY IS HEATED THE TV WILL POWER UP AND RUN NORMAL.
ANY HELP WOULD BE APPRECIATED.
I have similar problem but just hitting the power button again turns the tv on and there is no problem until TV is shut down for about an hour or more. Under an hour and it powers on/off normally.

As there is a problem of any electrolytic cap in tv as per what you say.
but in my opinion it might be taking time to crt glow due to low supply or its ageing.

Blinking led in sony tv is its self dioganising function. 7 blinks by it means the horizontal output voltage increased above 33k.
You have to check the power supply stage of you tv. Normally in sony tv dry soldering can happend in the power supply stage. It will lead to unregulated voltage output from the power supply. Resolder all the points in the power supply section it will solve your problem.

When fails to turn on: if you get a front LED blink of 4, 6, or 7 x, then pause, then likely power supply IC is intermittent with temperature. A lot of shops will want to replace the whole board for hundreds more, though. So ask a shop if they can fix this problem to component level 1st recommended.
The Power Supply/ Deflection Board is called the "D" Board. Replacing this Board should fix your problem. You can try to order one from Sony at 1800-222-SONY. If it is not available, you will need to send it to Sony for them to rebuild it. That will cost around $400.00 or so.

I have this Sony KV-32HS500 DA-4 chassis complete service manual,i can email you the power supply circuit or any other parts you may need.Its about 18 megs in size.
we have the same porblem. We just unplug ours and wait a couple of weeks while watching another tv plug and un plug it will eventually come on then we dont turn it off again it only goes off if the power goes off.
the power supply is a switched mode. you need to take your tv to a w/shop, and let them check the following.
powersupply rectifier diodes, power trasistor lekage,
diodes, zener diodes,
if a 90-110 volts to the line trasistor,
a line transistor be checked.

plug out the tv and let it stand for about 2hrs so that it can reset itself if that does not work take the set to a tech for repairs the problem is in the power supply and related circuits good luck.
