First thing I would do is check how everything works with a different "browser". It is odd that you can skype and neatbot but not use IE.

If everything works when using a different bowser then at least you know the issue is with IE. In which case performing a reset on IE might solve the issue. (in IE - tools+internet options+Advanced)

Also there are some programs, and setting in IE, or on public networks that can limit what you can see on the internet. I use "peerblock" and I get that "cannot display webpage" error all the time if I forget to turn it off.

Http does not work but https does

Your Advance Options < in INTERNET OPTIONS of your ie requires to be reset to DEFAULT

Also RESET internet Security Settings to MEDIUM HIGH in the INTERNET OPTION< TOOLS of you IE

On the computers using IE8, click on Page -> Compatibility View Settings. In the dialog box, enter the domain of the website using your ASP.NET 1.1 pages and click on the Add button. Now, the pages will be rendered the same way they were with IE7 which should solve your issue.

Internet page does not fully display

There are two reasons
1) the firewall on Dell preventing it from opening up
2) IE needs to be uninstalled and reinstalled

Try the later

IE closing immediately indicates that one of the files for IE is corrupt or broken or missing. Try and repair the IE file/files that is/are missing/corrupt

Canot dispaly web page

do you have a proxy server configured in you IE?

tools, options, connections, lan connections. Is the option Proxy server enabled and configured? If so please disable and try again.

your IE regardless of version is set to NOT display any images.

go to IE Properties and click the Advanced tab to reset the settings. At the bottom is where the Reset Internet Explorer Settings.
