Usually Gel pens have a round tip with vivid color that covers the writing tip. It prevents ink from oozing out overtime while the pens are on the store shelves. Remove that tip and draw a few lines to get the juices flowing.
If you have the tag on the beanie baby, I'm assuming it is part of a collection and not a toy. If so, you are better off leaving the ink mark alone. Anything you do to remove the ink is going to do more damage to the tag than if you leave it alone and take a small hit on value because of the mark. Ink remover will soak into the tag and deform it and rubbing, no matter how soft or meticulous you are, is going to remove the tag colors.
Fake leather AKA Bonded leather markings is a fixable problem. First assumption is that the pen markations did not etch or scratch the leather. Leather color spray is available from the Mohawk Co http://www.mohawk-finishing.com/ for a variety of common leather colors. The goal is to mask the ink in this case. Should the leather be etched or scratched, there are flexible filling adhesives that fill marks in leathers and are heat cured. Following the fixing of a scratch the mark is then colored to match the furniture piece.
I use a pen or something similar to work it up the loader and the stab it wit a push pin or paper clip to lift it out. You'll need to run some solid color pages to purge the ink from the printhead.
HP tech support suggests cleaning the ink cartridge contacts and the contacts inside the printer for the cartridges.
If this does not clear the problem, try replacing both cartridges (color and b/w) with new ones.
