Normally Samsung’s already have a “download” folder on the main apps screen. Depending what app you use only certain ones with root access will allow you to change the destination folder.
Rooting your device will allow you to fully customise options like this though. But be warned. Rooting is a whole other story and not something you should attempt if you’ve not done it before.

I rooted android devices years back there use to be some apps that would allow root access without actually rooting the device itself. But it’s been so long now I doubt the apps would still be active today.

A/clearing the PROXY in the APN settings. If you're on ICS, do the following. Open the Settings > More... > Mobile Networks > Access Point Names > [Your APN Name] > Proxy - clear this field.
OR
B/System Settings > "More..." in Wireless and Networks > Mobile Networks > Access Point Names (APNs) >press the menu button, inside the menu press "Reset to default" > now another option will appear called "Internet 3G" (modem) , besides the "Portal 3G". Choose the new option "Internet 3G" and you are done!

Well, seeing it is a new tablet, either of two things can be done.

Your tab is booting beyond Startup but you ain't seeing it because of the contrast/black screen setting.

To confirm; step into a dark room/space and hold a flashlight very close to the screen, you'd see your tab is at its home screen already.

Anyway, you will have to default factory reset it as it is or you could attempt to navigate (while in the dark room/space and using/holding the flashlight) Swipe to open/unlock it----Settings----display and brighteness-----brightness----'move cursor up to increase brightness'. Done.

Second option with dark room/space is tedious and strenuous.

Factory/hard reset is an easy option to try.
At the same time, hold/press both the volume up key/button and the power button/key.
Follow the system prompt afterwards.

Or

Press/hold down the volume down button/key and the power button.

Follow the system prompt thereafter to factory/hard reset your tab.

Personally I'd flash it. I think you've got something corrupted in your system and its being triggered when you attempt to access the browser. Alternatively you can try downloading a different browser (http://www.4shared.com/android/ki088UbS/Dolphin_Browser_v200.htm) click download now wait the 20 seconds and an apk will show up for you to install. You will have to set your reader to accept outside downloads its in settings. Yea other than that do a full flash. Go to the support section of the cruz website and you'll be following the process for upgrading the firmware.

Connect your router to computer with ethernet cable then you can access it with following default link. http://192.168.1.1 or http://192.168.0.1 or http://192.168.15.1 or http://192.168.2.1 If you are not able to access it with above ip then check your computers ip address gateway ip is your router ip try with it. Then it ask for user name and password. Type user as "admin" and password as "admin" or "password" or blank. Then you can see configuration page of router. If you are still not able to access router with above ip then you need to RESET it for that press RESET button for 10 seconds it is in back side of router then all settings defaults..Then you can access it with above method. . Then click on wireless->wireless security->WEP security there is code password note down it or enter new password then save setting s and restart router. then you can connect wireless with new password. Go to Settings, Data Connections, Mobile APN and press Menu.
Then choose, reset to defaults.
It will take a minute or so, but after that 3G should ve enabled once again.
