My alcatel one touch cellphone from clear talk keeps shutting off and on thats it doesnt do anything else

Maybe your cellphone is broken and you should by a new cellphone.

Try a hard reset which clears everything off the phone and reloads the operating software. You can do back up in the settings and then restore your data.
