Bissell Clean Shot brushes do not turn, belts in place.
I have used the carpet cleaner machine 6 times or less in under a year, and the brushes will not turn. The belts are in place, I do not see rotation on the "axle" that would turn the belts.

Which belt? There are 2 on a Pro Heat. The pump belt which is pretty straight forward to put on. If it's the brush belt you will probably have to take the brush off. Re-rail the belt and then put the brush back in the holder arms while keeping the belt in the groves. BUT if the belt came off in the first place it's probably shot. Before you go to the trouble, get a new belt.
if the belt is more then 6 months old or more, then the belt will have to be replaced reguardless of the way it lookes. belts can stretch over time and when you put the machine on the carpet the friction causes the brush to stop because the belt has stretched. i would try this first. hope this helps
First things first. It's only the second time you have used the machine, so it must be fairly new. If you have a receipt and the unit is less than a year old you should take it to an authorized Bissell repair center and have the machine inspected under warranty.
Otherwise, The jets on this unit clog easily, there are two of them and you can locate them under the recovery tank towards the front of the machine, and blow them out with an air compressor. To prevent the jets from clogging in the future make sure to flush all shampoo out of the machine with clean water when done using it. That is most likely your problem.
If it is leaving black streaks on your carpet it could be coming from a burnt belt or melted brushroller part, in which case inspect the belts and brushrollers and replace the damaged pieces.
Make sure you have released the handle, as if you wanted to push the machine forward. If the handle is locked upright, the brushes do not spin.
If they still don't spin, you may have a broken belt. Look carefully at the base, on each side. As I face the front of mine, on the right side of the machine, a small belt goes around one brush and a small cog wheel. On the left side, a larger belt goes around both brushes. If either belt is broken, the brushes will not spin. This can happen if you let gunk build up inside the clear plastic side pieces or around or above the brushes. It's very important to constantly be cleaning your Bissell. The belts can be ordered online and replaced. See your owner's manual.
1. Turn the machine OFF and unplug from the wall outlet.
2. Step on the release pedal to lay the handle down on the floor.
3. Remove the Tank-in-Tank and SmartMix Bottle and set them aside.
4. Turn the machine over to expose the brush.
5. Look for the red retainers, which hold the black brush arms and gear-type brush belt in place. Unscrew the two Phillips head screws. Set these parts aside.
6. Loop the replacement brush roll belt around the brush end and the red pulley with the ridges.
7. Alternate holding each brush arm in place while replacing the red retainers.
8. Replace the Phillips head screws and turn until snug.
9. Turn the machine right side up to replace the Tank-in-Tank and SmartMix Bottle.
