Entire picture slowly scolls up...followed by another then another and another... Never seems to hold where it should. Makes watching it very annoying! This happens with and without a DVD playing, or even in the player. Picutre starts to scroll soon after monitor power is turned on
This would denote some kind of vertical sync problem. I would begin by checking the vert sync circuitry. To do this you will have to have an Oscilloscope, and DVD containing a steady-state picture. The oscilloscope is used to measure the vertical sync rate and the vertical sync pulses. Taking into mind that ther is a video signal present but it is in the black range. If you do not have an oscilloscope it makes troubleshooting this hard. in any event you will also need a schematic to see what waveforms you should be seeing. If you do not have a background in electronics you may have to have someone who does look at this unit.
