This is the path in Win 7 to fix this.
log in under your profile.
Click Start
Go to C:\Program Files\Google\Chrome\Application\39.0.2171.95\Installer

Take this path and click the installer. (Your version of Chrome may be different as time passes and newer versions are updated and installed. Look for the newest date in the file since you cant check your version because youre crashed.) After youve clicked it, be patient and notice that your icons on your desktop will flash. It's reinstalling your current version of Chrome.

This is how I fix it in the school district I work in. All of our Chrome installs are done with the .msi Chrome package.

I would assume that this will work with the web installer most folks use.
