Turn off the monitor and disconnect it from the back of the pc. This way you will isolate the monitor from the PC. Now turn on the monitor, if you still see the vertical line then that means the screen is bad and you would need a new monitor.

If the monitor doesn't have the vertical line then that means your video card is the issue or if you have an integrated vga port on the back of the computer then the motherboard is bad and would need to be replaced.
