OK, it looks like a power supply problem. The click you are hearing might be the shutdown relay connected to the overcurrent circuit. This might be indicating a problem in the Hv section of the TV. To get the tape out you can restore the power supply or what you could do is to try to access the drive motor and find the load and unload gear and try to turn it to take the tape out, this has worked in the past at my shop. If you have no experience in electronics I would suggest you not trying to repair this set because of the danger involved. Take it to a qualified repair shop.

My COby tv wont turn on.

I unplugged my TV for 5 minutes after 5 minutes I pressed the Power button on the side of the TV not the power button on remote for a full minute. Plugged the TV back in, pressed the power button and it turned on. Doing this essentially does a reset.

Our power went out, and our tv wont turn back on, is there a reset switch?

sometimes you can reset the mainboard by unplugging the set for 30minutes to 1 hour and see if it resets. If that doesn't work, you can try holdin down the channel down and volume down button on the tv itself at the same time you plug in the unit and see if that helps
