HW Check Fail, just indicates the hardware is not working correct. Cam be anything from a lose contact and bad memory or a defective chip. Without a tech and a repair shop, you won't be able to use it again. Sorry
Sometimes portable radios forget their encryption keys, especially when it takes you longer than 30 seconds to change a dead battery. You may have to either re-flash the key into the radio or else change the software setting from security hardware equipped to NOT security hardware equipped, or else just ignore the key fail warning and realize that your transmission is no longer encrypted like it used to be.
Hardware problem, keyboard is shorting out at different times. Keyboard needs to be replaced. Possible some water got on it or just over time keys tend to stick from dirt, dust, etc.
Can you start it in safe mode? Right after you turn it on start tapping the F8 key. Then select your os and then use your arrow keys to scroll up to "Safe Mode" then hit enter. If you can get in to safe mode, it is either a driver, software, or a virus. So uninstall any new hardware or software and scan for virus.

You should be able to log into the base station and read the error logs, and check the scanner associations.
you could always try a factory reset, but you would have to re-associate the scanner and configure the base station again
