First of all i would disregard all previous answers. that model is a 14 seer r410 goodman condensor. that is what it is. it is 48000 btu or 4 tons. to get 15 seer that condensor must be matched with aspf type airhandle with variable speed blower and txv. check ur airhandler should be matched
It is federal law that each new piece of A/C equipment have the yellow SEER rating.
The higher the SEER, the less electricity the system uses to operate.
You need to follow up since it appears your contractor installed a less efficient/expensive system than what you paid for.

Is the outside unit starting and fan blade spinning? Have you inspected you air filter recently?

Does it make the noise all of the time or just periodically? Does the outdoor fan run when it is making the noise. If the fan isn't running and the compressor is noisy at that time likely it is in defrost mode which is normal.

I the compressor is bad it will draw high amps. If the amps are ok then i would look at the valve.

Is the air cold inside? You are talking about the fan inside? Have system check for freon but more than likely, it sounds like a t'stat problem. And it's not normal for the fan to run constantly.

it is fine and sounds like it is running at a high efficentcey. I wouldnt worry about it as long as it dosent cycle too much.
