Is this from new or secondhand. as new its should have setting in ipaddress tv setting. second hand then you need the system rest, back to factory setting. make sure the ether cable is out when doing this. after doing this and tv is up and running a gain go on to the panasonic apps and look for updates. ( ether cable pluged in)

Try some adjustments. Brite changes the level of bright and Picture changes contrast. Less contrast and less brightness to even things out may help, and you won't be driving the panel so hard, so It's life will be longer too.

The small circling thing is the video is buffering. Unless you have a super fast band width, this is very common. Your TV is working fine.
