You can purchase one from the manufacturer. Other options include finding a used one on EBay or visiting a local computer repair shop and having them order one for you.

Depending where you live, if you have a local Staples Business Depot (Canada and the U.S.) I know they are able to special order them in (I'm a computer Tech at one of their stores and have ordered several screens).

The main power supply will be the first place to check. You should have at least the standby 5vdc, which is used for the main board, when the power switch is activated, the main board will send out the signal to turn on the main power supply sections to power up the rest of the set. Look for simple thing like blown fuse or bad capacitors. Learn about what bad capacitors can do.
