Typacally with a dell they have a prepritary mobo plate that slids into the case but if the mobo is directly screwed to the case and you can take the mobo connector panel off the case then yes you can. If the mobo is on the plate then more than likely no unless ya get the same mobo from ebay or the like :-(

from your explanation it like the problem come from your motherboard, your motherboard was damaged, and you need to change the motherboard with new one
try to change the mouse or keyboard from serial connection to usb, or likewise, might be both of them are conflicting..if both are usb...also update the drivers, try it.,,
do you hear a single beep when the computer boots? That's a sign of a good system... try your monitor with another computer...the problem might be your monitor.
If it has never worked since you put in the video card, the card is not compatible with your system. Please post more information, what card, did it ever work, for how long, what have you tried or been told the problem is?
