check fuses and relays ----re check your fuses and relays as well as battery block and ground straps if all good will need a meter to back trace and search for possible wire short or melted wiring in harness
Chime needs only a ground to work
So if that can help try to move the harness and look if chime work normally.
If it does then one wire touching the ground on and off (wire touching metal)
sounds electrical .. could be the electrical part of the ignition switc which is located on the steering coloumn...simple to locate the wiring harness coming from it... can you wiggle the key to simulate this problem
if starter will engage and engine can turn over quickly it should start.
however.. i dont know how you are verifying it has fuel as its a high-pressure FI system.
these systems by GM are VERY finicky and unless within spec precisely it will NOT run. i suspect fuel pump is putting out less than 57# which is min for these.
fuel pump known failure part. if replaced you MUST also replace wire harness at tank as they usually fail internally w/melted wires you cant see through wire sheath. low voltage will KILL the new pump.
