Epson printers don't actually measure the amount of ink in the cart, but instead estimate the ink use by counting the number of drops used for printing and cleaning.
If the head has been clogged, then less ink gets used, and when the printer thinks the cart is empty there will be ink left in it.
You can get a chip resetter that can let you use the little bit of ink that's still in the cart.
The new cartridges comes with seal wrapper on nozzle, have you remove it or not, if you have already remove it the reinstall the ink cartridges and try to print.
Try printing a test page, if the problem appears there too, it could be a print head problem. But try a new ink cartridge first, to make sure that's not whats defective.
Since it's new, you should consider exchanging it while you can.
1) printing a test page.
2)if you got HP solution Center with the software cd of the printer ans it is installed in the computer, you can easily check the ink levels there.
3)sometimes ink levels option is available in the priner drivers in the printers and faxes in the control panel.
4)right clik the printer icon and then goto properties and then you will find tabs to check the ink levels,it might be in the service this device under the maintenance tab.

Do you have the operators manual? Run it through a cleaning cycle. Also Xerox's website will guide you through some maintenance steps.
If you are using generic wax, you may have clogged the jets.
