If the front panel lock is on, you will need a working original remote (or a universal remote properly programmed for RCA) to turn the set on. The IR receiver is next to the buttons on the fromt but the RCA IR receivers are very reliable, and I have yet to see a bad one in a modern RCA TV. Once you turn the set on by remote, you can enter the menu and turn the FPA off.

Are you sure it's the receiver infra red and not the remote simple check is to operate your remote and hold it in front of a phone camera if working you will see light flash.
The infrared sensor inside theTV might be faulty. Replace it. This component can be located just behind the infrared window at the front panel of the TV. You have to disassembe the TV to access it.
Is it the original remote of the TV? or an "all in one" type???, if it's the original remote you don't need programming, if the batteries are fresh and correctly installed, than check the InfraRed output with the help of a camera... The human eye cannot see IfraRed but cameras do... so point the remote to anny camera (with video capabilities) and press the buttons on the remote, if you see the IR Lights flashing through the camera, than the remote is working, if not than the remote is dead, check for cold joint solders inside or buy an all in one remote...

If front panel contols are working and set does not works with its remote control, first check the remote control for its infrared emission. You can check it with the help of a cellphone set to camera option. Eventhough, human eye cannot detect the infrared rays, electronic cameras can. Just hold the remote control at about a feet away from the cellphone camera lens, and press each button on it. if there is any infrared radiation comes out of it, the cellphone camera will sense it, and you can get an image of it the screen. If it is there, still the TV does not respond to it, the infrared sensor inside the circuit board of your tV is faulty, and should be replaced with same typw and number. OK.

You just check your remote control handset for its infrared emission. There is an infrared light emitting diode [LED], in front of your remote control handset from which infrared light rays are send to your TVs infrared sensor, fitted inside it, behind the infrared window on its front panel. Infrared rays are invisible to human eye. We can check if it is there by using a cellphone with camera option.
Put the cellphone in camera mode, and place your remote control's LED side towards its lens, for about a feet away or so, and when you push its each button, you can see an image in the phones' screen. If it is there, and still your TV don't work with remote control, TVs infrared sensor inside is faulty, and needs replacement.
If there is no infrared image from your remote control, you have to buy one new remote control. OK.
Your DirecTV device is probably set on RF (Radio Frequency), which the Harmony can't use. You will need to set it to IR (Infrared) for the Logitech remote to control it.

I just programmed mine by using my direct tv remote...
Go to MENU on the direct tv remote
Then highlight HELP & SETTING and press SELECT.
Press SELECT on Remote in the left menu.
Simply follow the onscreen instructions to program your remote. IT IS IMPORTANT TO MAKE SURE YOU HOLD ON AND SEE THE GREEN LIGHT ON THE DIRECT TV REMOTE FLASH TWICE, otherwise it won't work....which is what I think is happening in your case. Good luck.
Most DirecTV receivers are able to be controlled with IR (infrared) or RF (Radio Frequency) signals. DirecTV receivers are usually set to be controlled by RF.
To control a DirecTV PVR / Satellite, it needs to be set to respond to an IR Remote: 1. On the original DirecTV remote press the Menu button 2. From the Menu press Select on Settings 3. Select Remote from the left menu 4. Press Select on the IR/RF Setup button 5. Use the Up or Down arrows to change from RF to IR 6. Press Select to save
Note: Some models of DirecTV may have different steps to enable IR. You may need to refer to your user manual
Harmony Remotes only control IR signals. so this is not the issue. The Harmony Remote should control the tv. the original remotr needs to be tested for IR or RF.
The device we are working on that is not being controlled by the Harmony Remote could be operating on RF (Radio Frequency) signals. Harmony Remote can only control the devices that operate on IR (Infrared) signals. Most devices that work on RF signals can be changed to operate on IR signals, and this usually could be done by changing the remote control command mode to IR from RF.
Please follow the steps listed below to test to see if the device is being operated on RF or IR signal: 1- We need to use the original remote for that device to complete this task 2- Using your hand or a thick and wide object (wall, pillow, book...), cover the top part of the original remote. In other words block the direct positioning between the original remote and the device. 3- After you cover the top part of the original remote (or used an alternate way to block the direct communication of the original remote and the device), try pressing the buttons on the original remote to see if it can still send commands that can be received by the original remote. You can try powering on/off your device using the original remote when the original remote is being blocked by your hand or another object. 4- If you still can control the device using the original remote without a point of sight, your device is being operated on RF signals. If you cannot control the device without a point of sight, then it is IR operated. 5- If the device is RF operated, please change the command receiving mode to IR rather than RF and test the Harmony Remote. 6- If the device is IR operated, please contact us again by replying to this email and let us know if none of the commands or some certain commands are not working for that device.
You can usually find the information on how to switch the device to be operated on IR signals rather than RF signals, through the user manual for your device, or by contacting technical support of the manufacturer for that device, or even sometimes reaching the information simply by doing a basic research over the internet.
