Re:
USB DEVICES
THE PROPER WAY ON INSTALLING USB DEVICES
1. Do not plug in your device right away. Install all drivers and software first!
2. Reboot
3. Plug the power or turn on your USB Device
4. Plug in the USB Port.
5. Windows Will detect the Device Automatically.
Finish!
Hope this helps.

If windows does not recognise the camera you must suspect the driver. I'm more a camera man, ten a Windows man, because with me everything works (I do have Win7 and Mac OSX 10.9.1)
Did you try to install Adobe Photoshop Elements, or something like Gimp? With these software you should be able to transfer pictures too. If these programs also don't work, it must be the driver.
You need to access the camera from the ArcSoft WebCam Companion application. If you do not have it installed, you can download it from your manufacturers website. Once installed, it will work fine.
I have seen this several time the lens cable can cause this issue it could also be the back light or the LCD I repair these all the time If you do not fill comfortable replacing the parts you can go to www.digitalcamrepair.com if you need further assistance.
If nothing else works, try using a usb card reader to get the pictures into the computer's hard drive. A nice usb card reader is available in all electronics stores such as Best Buy, Walmart, RadioShack, and so on.
make sure u installed before u plug it coz some times it wont work or if u install it already den make sure its compatibility with ur version of windows ok
