I assume the monitor is turned on? Try the monitor with a known good computer to verify it's OK. I believe this board has AGP video. Verify that it's properly seated, or try another board.

PC does not boot, screen stays totally balck

bad monitor none told but 2010 and older have CCFL lamps that 99% are all dead now, EOL>
test old monitor on other good PC, to see if monitor is bad
and see if the monitors OSD button is dead if is the monitor is dead.
power on mon, under15seconds hit menu and OSD must pop up.
that is 1 of 20 causes I can do 19 more and 19 more tests but I full stop here.

CCFL lamps die at 20000 hours, even 5 years old possible.

Our computer has died. Nothing works but the fans. We only get a black screen

The RAM module/s may be faulty or need reseating.
When you reseat the RAM and the computer still does not boot up then remove the RAM and take them to your friendly computer repair shop and get them to test the RAM for you. If the RAM is faulty then you need to replace the RAM.

Memory +cpu upgrade

No to the cpu you selected. Board would not support that cpu. The RAM you selected would probably work but for how long I couldn't say. With prices pretty low right now it would probably be better to purchase a new motherboard, cpu, & RAM. Hope this helps.
