When I grab a tool and place it on the picture (such as the blur tool), the tool is visible but will not function. Should I uninstall the software and reinstall. I purchased the software over a year ago and haven't been able to use it.

Don't install just yet. Before you install Adobe products, there's a way to delete the applications basic preferences to set it back to like-new install.
firt up, lets try some "Tool Options" that might not be set.
Before we start, go to the Edit menu and down to Preferences and across to Displays & Cursors. In here set 'Painting Cursors' to "Brush Size" - this will show you the area your tool will affect on application.
Now, select the tool you want to use, in this case I'll use Blur tool as it's the one you stated, and up the top of the screen you'll see the tool's options that can be set. Select an appropriate brush size, (if it's too small you'll not see the effect) and also, set the "Strength" - this is the intensity or quantity of the tool that will be applied in each pass, for the hell of it, set it too 100% so you can certainly see the effect to start with, if it's too much, go Ctrl+Z to undo and change it to do again.
