I have a virgin mobile wireless internet card. how do i get my ps3 to pick it up

Unless the Virgin Mobile card you have is specifically supported by the PS3, you will not be able to plug it into one of the PS3's USB ports and have it working. The easiest AND most inexpensive method that comes to mind is to hook up your Virgin card to your PC, then have your PC share it's internet connection with the PS3. Microsoft has documented this setup best (assuming you are using Windows) http://windows.microsoft.com/en-CA/windows-vista/Using-ICS-Internet-Connection-Sharing

I reinstalled windows xp now i cannot hook up to

The yellow ? indicate the various device drivers that was not installed, which would include the LAN card and or wireless card. That is why you are not connecting to the Internet.
You need to download the drivers from the Compaq/HP WEB support/download page. Make sure you select your model laptop and the XP or Vista Windows version of the drivers you require and install them. Use this link to download the drivers: -

Connection

If you're behind a firewall or using a proxy server, you may be unable to play Yahoo! Games. Firewalls need to open port 11999. You'll need TCP inbound and outbound access for this port. The games hosts are currently yog1.games.scd.yahoo.com, yog2.games.scd.yahoo.com, ... up to yog70.games.scd.yahoo.com. You'll need to do a ns-lookup on these hosts to find out the IP addresses.
