There are a number of possible reasons. Could be bad capacitors or reasons like the one described here (involved replacing a chip) or many other things.. Better have it checked by a professional or give us a better description of the problem to narrow things down.
Since I am also having the RCA tv won't turn on problem , I am not sure what more you need as a description . It won't turn on . NO POWER . Flat line . Zero, zilch ,nada , nothing . Mine is what I consider new at just under 2 years , model RLCDV3282A-B . All cords are correct all batteries new all systems go just ....won't turn on .

First thing to do is get the owner manual for each and start checking both settings and actual hookup---usually a surround system will work on all types of sets---when in doubt read the owner manuals.
If need either manual Google that model number with "manual" to try to locate it.
As far as the set goes it may require either a variable audio output source or in some cases the out to be a fixed level.

If all do not respond the set likely has a keyboard lock feature---look to the owner manual and read it carefully.
