This is the 'blue' model, purchased 2 years ago, only used to 'test' an area since, we came to use it yesterday and found that both the tools and floor suction work but there is no water outflow to the floor operation, my husband who tested it upon purchase also seemed to remember that the brushes rotate under power (not just pushing), the rubber band is not perished but the brushes are also not rotating. I am just off to clean the pipes as previously discussed on the problem 'string' and will update but can't see that clean pipes will affect the brush rotation!

There are several things to look at. The brushes will not spin while the machine is in the upright position, the circut breaker could be tripped, As to the no suction problem, the problem that comes to mind is that the Red float "door" in the tank may have closed as a result of bumping an object or moving allowing red float door to release into machine back and forth too quickly. But just in case this isn't a full solution. Here is a link to your owners manual: http://www.bissell.com/images/UserGuides/9200_908.pdf

Check the lint filter. It is located in the top clear plastic section (the one with the dial to switch from floor to tool mode). On the underside of this section is a small (about 1 inch square) red plastic piece with a little door on it. Flip open the door and you will probably find it is clogged. Clean it out and you should have full suction again.
