if it is a video cd - it can be opened from Windows Media Player, Winamp, Nero Vision and many other video players available on net. By inserting the CD inside, windows will open a dialog box asking you, with which program you want to open it - just select the program and press ok.
But for playing any video cd manually, if it is a VCD - open CDROM from my computer - Open "MPEGAV'" folder - and play any file with extension ".dat"
For playing Video DVD - Open CDROM from My Computer - Open "Video_TS" folder - Play any file which is having extension ".BUF".
u will need a codec called FFDSHOW...(get from google)

Unfortunately Nero 9 is the only version of Nero that currently works with 32-bit windows Vista. So your Nero Showtime wont run because it is meant to run on Windows XP and Windows server 2003, not Vista. In response to how to convert video files from one format to another, there are many options. This link highlights the best free media converters you can find thanks to Lifehacker.com. Hope I could help. ~gnomer
You can try Nero 8 (www.nero.com) which has a cool player (Nero Showtime) and a user friendly transcoding/DVD authoring tool (Nero Vision) to offer. You may also consider Videolan VLC (www.videolan.org) which is free, open source, less user-friendly but it supports batch file conversion -- a realloy cool features when you have a dozen+ video files to convert.
The file may be damaged or corrupted. this may be the case preventing the wave editor from opening the file.
You should convert this format by using anuy other software like soudforge or some other software that can do this. That is the only possible solution that I can suggest.
