If you can here a slight clattering sound, like two discs bing clashed together the hard drive platelettes are damaged or the parking head is damaged, you will need to replace the hard drive, they are fairly inexpensive to buy, but if you are not familiar with laptops take to a qualified repairer.

1. When you press the power button to turn it on, do you see any thing on screen, like the toshiba boot up screen or something like that. Or is it completely blank (black color) always.
2. Can you see a faint image of your desktop (try to see it in dark place with flash light). This is important to confirm.
3. Also, when you press power button, do you see the LED lights on laptop blinking or solid green (which ones are in blinking/solid) and do hear any sound ? Or do you feel that your laptop doesnt even try to boot.
4. Can you hear any Beeps when you try to turn on the computer. If yes, what is the sequence of those beeps.

Please do the following carefully and let me know result : 1. Shutdown and Unplug your laptop. 2. Remove the battery from the laptop. 3. Wait 2-3 minutes 4. Now press ON (power button on laptop) for 1 minute 5. Then release the finger and wait one more minute. 6. Now plug in the power cable (dont insert battery yet) and press ON button. 7. Did your screen start working now ? (do you see windows loading)

Maybe your power cord is bad if you don't get anything to happen whatsoeverwhen you press the power button. And if that's true maybe you wasoperating off the battery the last time you had it on and since the power cordis bad, it was not charging the battery so the battery is drained and the powercord is bad.
Maybe you have a Static Charge Buildup. Remove the Power Cord, Remove theBattery, then Press and Hold the power button for 30seconds. After 30 seconds plug the power cord back in (leave the batteryout) and hit the power button to see if it boots. If it does, you can putthe battery back in and let it charge.Maybe your DC Power Jack which is where the power cord plugsinto the computer is bad. Take an ink pen and push the tip inside thejack and see if the little pin wiggles, if so the jack is bad. You'll have totake the laptop apart to fix it. Most times it is soldered onto themotherboard, so you will have to desolder the old and solder a new one.Maybe your memory is bad or the memory slot is bad.Remove the Power Cord, Remove the Battery, Remove the cover that houses the memory on the bottom of the laptop then remove one of thememory chips. Set the chip aside then try rebooting the computer. If it boots, then you know the memory chip you set aside is bad so mark an x onit with an ink pen. If it fails to boot then move the chip to the nextmemory slot and try rebooting. If it fails take the chip out and set itaside, then put the other chip in and try booting it in both slots. If itboots, just to verify that the chip set aside is bad, mark an x on it and putit into the open memory chip slot and try booting.

Do you have it on a power strip? if so try resitting it,if the battery is at full charge then you have an internal problem in the laptop itself.Bad power board,etc.Hope this helps.
pull out everything in the computer except what's required to boot...so any pci cards or video cards (if you have onboard video). you can also try pulling out the ram (while unpowered AND unplugged) and then booting to hear beeps...if you pull the ram out and the computer doesnt make a sound, its probably a bad motherboard and needs to be replaced. if you hear beeps, try replacing the ram or disconnecting other parts...like harddrives, optical drives, modems and what not.
I dont think you lost everything. Do you see any green power lights and do you hear the normal hard drive and fan sounds when booting up ? If you do and still wont boot up to Windows then reboot and keep tapping on F8 to safe mode and select "last known good configuration". You can also perform system restore.
If you dont hear anything at all, no power and you dont see any green power lights then you may have to plug into another known good power outlet. check that your power connections (including the power adaptor) are secured and if on a strip power off and on. If that doesnt work, try another power adaptor. If those doesnt work remove the laptop battery and just plug in the adapter.
If youre concern about your personal files you can always take out the hard drive, piggyback it to another hard drive on a known good PC and retrieve the files.
