Dishwasher I bought a 2006 Kenmore dishwasher model #66516032400 and the water does not totally drain out from the dishwasher. There is always a small amount of water left at the bottom. Has done this from day 1.

There will always be a small amount of water in the bottom because the pump is an impellor type, not syphon or peristaltic. The water will be whatever is in the drain pipework after the drain cycle has finished. If the machine is leaving a lot of water, the it would be worth checking the drain hose isnt blocked or kinked, and the drain pump impellor moves freely
No, it's totally normal, The pump can't totally empty the washer and the hose because once it starts pumping air and water the air gives least resistance so the water remains in the hose. When the pump switches off gravity pulls a small amount of water back into the drain.
DWs always have a residual amount of wtare left in them after every wash cycle as a means to prevent the heater buring out when it is switched on. With the power and water supply turned off you can either ladle out the water with a small cup or siphon it out with a piece of hose or plastic tube.
Look for restricted drain system. Screens and ports get plugged, also verify the drain hose is NOT kinked at all. Hot water draining relaxes hose and can cause restriction.
On another website, we found a reset code that works for our Kenmore, which I think is the same as yours. Hit Heated Dry, Normal Wash, Heated Dry, Normal Wash (one at a time, within six seconds).
